Preheat oven to 375 degrees F.

Combine all of the flours in a large bowl with the baking powder, baking soda, and salt.

Add the butter and using your fingers, work the butter into the flour until you have a crumbly mixture.

Add the coconut milk and eggs to the mixture and mix well until you have a dough. Add the bacon and chives and mix until just combined.

Line a baking sheet with parchment paper. Using an ice cream scoop, scoop the dough onto the pan. Bake for 14-15 minutes, until tops are lightly browned and scones are firm. Allow to cool before serving.
